4月28日,广东省珠海市香洲区正式印发《香洲区解决形式主义突出问题为基层减负工作措施》,其中规范香洲区直属各单位、各镇街等单位微信工作群、新媒体账号管理是28条措施之一。
其内容包括:
原则上一个单位只建一个工作群!
发言要有内容不得随意刷屏点赞!
原则上非工作时间不发布工作信息!
因专项工作组建的微信群在结束工作后应及时解散!
……
虽然涉及人员范围很小,但至少是个好的开始。
那么,香洲区的政府基层工作人员们,真的要迎来美好生活了?
At the end of April, the government of Xiangzhou district in the city of Zhuhai, Guangdong Province, officially issued a series of regulations on WeChat group chats in the workplace and official social media accounts, in response to the Communist Party's earlier requirements to reduce the burden on community-level officials.
Specifically, the measures include the following requirements: one workplace can normally have no more than one WeChat group chat; no work-related message should be sent when off work except for emergencies; group chats created for specific project must be disbanded afterwards.
Though it only applies to community-level officials in one particular district, It sure sounds like a good start, especially to all Chinese employees who have long been troubled by the unwritten rule of WeChat standby 24/7, enabled by the invention of group chats.
But can it truly be that easy?

然而,这样一款意在“提升中国企业沟通和协同效率”的软件,却被很多网友视为继微信之后的又一职场“绑架工具”。

相比之下,国外企业的管理方式则相对成熟。不同行业有所不同,但一般而言,用邮件工作被视为“基本礼仪”,下班时间不回复邮件也是“理所应当”。
与此同时,工作地点的灵活度也相对较高,特殊情况下,“在家办公”或“远程办公”("work from home")也是被允许的,甚至已慢慢演变成为一种时尚。
反观国内企业环境——无论是微信工作群也好,“钉钉”也罢,政策能否落地施行,有一点是很重要的:
规定有了,却如何执行?
新规虽好,落实不易。
最直接的问题便是:谁来监督?又如何惩罚?
靠员工举报——就问问在职的员工敢吗?
即便是有人举报了,且查实了,怎么罚?
处理个人还是单位?
罚钱还是拘禁?
发现几次写检查反省,几次降职降薪?
更别提电话、QQ和钉钉的存在了。
所以,规定想要真的落实,还有数不清的障碍需要克服。
据称,当地区政府将进一步细化措施,来规范微信群的管理。所以上面这些问题,八成有人会去思考和解决。
但从另一个角度来说,政府对个人通讯软件的使用进行规范管理,真的是件好事吗?
或许,当下只能两害相较取其轻。毕竟全国打工者对于逃离24小时微信工作制有着同样迫切的心愿——

With new regulations, come new questions: how to implement it? Who will supervise it? And what will be the punishment?
None of the above is clear. The local government has said it will further refine the measures to ensure they can be effectively implemented.
But even if there is a successful implementation, we have one more thing to ponder: Is it actually good for the government to interfere with people's private use of mobile instant messaging apps? And does government have the right?
For now, we may only choose what's more pressing. After all, the urge to escape from 24/7 WeChat standby is stronger than ever.
